Is it needed to purchase an HIPAA account if I collect patient information?

I have upgraded my account to the Silver Plan because I use medical forms. If I work outside the US, I do not need to upgrade my forms to HIPAA compliant.  Are they automatically GDPR protected? If I choose the option in the Data section "only store in Europe", is there anything else I should do to protect my medical personal information from my clients?
