Transfering a pdf form that is not currently set up as a fillable form

I am trying to transfer a form to jotform that is not currently set up as a fillable form. Does jotform have the capability to transfer a standard form to a fillable form?

Is it a PDF form? 

Please note that you can only import fillable PDF form. It is not possible to import non-fillable PDF form in JotForm. 

If you have a webform, you can clone your form in JotForm by taking advantage of our clone feature. It will only clone form fields but the conditions, settings and formatting will not be cloned.
