suddenly cannot edit online form

was working on editing online form. message popped up saying to refresh page.  did that. then could only access form as though for someone to fill out.  no longer has any ability to edit?????

i'm trying to stick out.  as you can see have had one issue after another. i don't know how much time i can spend trying to make this work.
