Not asking for an encryption key to decrypt the data.

An application response is encrypted and not asking me for an encryption key.  It is simply showing up garbled.  Please help.

If you have the private key, try enabling the encryption and you will be asked to upload the private key. Just choose "I will use my existing keys". 

Once enabled, you should now be prompted to load your keys when viewing the submission.
