I have a "best of" form where we ask users to type in their choices for best restaurant, bar, etc.
We are requiring that at least 30 categories be filled out for their ballot to count (There are over 100 categories). Can the form be set up so that if a user has only filled 29 or less that it redirects them back to the form telling them they must fill out 30 categories?Page URL:

This is possible by sending the submitted data to a PHP page via HTTP POST method. The data will then be evaluated to determine if the user filled 30 categories or not.
However, since we will do this by changing the Thank You URL to that specific PHP page, data submitted by the user will still count as submissions in your jotform account. It is up to you to manually delete submissions that have less than 30 categories filled out.

I can see how that would work but in this case the form itself is on a strict IP address check for the submissions... so if the data is sent to jotform it will not accept their second attempt.

Well you can always set the form to allow multiple submissions by going to Setup& Embed > Preferences > Advanced Settings
