Email conditions does not work

Support, good afternoon.

I created 12 e-mail templates, I created the conditions to send the e-mail to the user that selected one of the options of the city field. I made the right associations in the conditions for each email, according to the city selected by the user. But the system does not comply with the conditions and sends all emails to the registered user, instead of just one.

Today I did this test and it worked, can you tell me if the system has a problem?

I checked your forms but I didn't find any conditional email setup.

Please advise.
