it keeps saying Whoops and that the page I am looking for cannot be found.

Are you checking your Form Submission page for these uploads?
OR
Are you trying to view these uploads via your email notifications?
I think this error could be arising due to the fact that you may need to be logged in to your JotForm account to view the uploads. Please see the below screenshot from your Account settings where it says that you need to be logged in to your JotForm account to view the uploads.
Either uncheck this option or log in to your account and then try to view the uploads submitted by your customers.
