Hi i need to know when my monthly cycle starts and ends. It says ive hit my monthly limit and its just the first part of the month and i know since April first i didnt Hit my 20 submission limit.

Yes, it shows that you have consumed your payment limit for this month. Payment limits will reset the count back to 0 on the 1st of the every month.
You can still submit forms with regular submissions, but you can no longer accept payments through forms.

I have checked your account and currently you have 24 submissions for the month.
Checked your form using Form Analytics Tool and it seems you have 18 payment submissions already from April 1,2019 - April 16, 2019 with 10 incomplete payment submissions.
You have a payment submission limit of 17 for your Free account in which it exceeded already.
You may upgrade your subscription to a paid plan to increase your limits.

PayPal. So why are they being held against me. I pushed tgem through and
they still didnt go to my account.
I can send you proof if you like. Only 8 were completed on the people's
choice form.

Incomplete payments occur when your user doesn't finish the whole process of submitting the form, meaning, he/she submits the form, it's being redirected to PayPal, but for whatever reason, he/she quits the page/tab and doesn't finish the process.
At that point, submission ends in Incomplete section and that is just for reporting purposes, such submission cannot be used for charging your user(s). And users will have to submit the form again in order to pay.

Payment submissions are calculated when actual payment is submitted and the whole process is complete, meaning, user actual pays and he is being redirected back to your Thank you page. So Incomplete payments shouldn't count, as well as test payments, for example (sandbox mode).
I checked your usage in April and adjusted your payment limit to match that.

but none of it went to my PayPal. And it doesnt show them as incomplete on
my end. Whats going on?

Did your user see the thank you page?
Or did they face any error on submitting?
If you didn't receive a submission, regularly or in incomplete section, it might happen that users didn't submit the form properly (unless they saw any error).

Is it possible you could test your form https://www.jotform.com/build/62295402789162 all the way through (pay) and see if the payment shows on your PayPal.

What happen with your test payment, did it went through and if it reflected in your PayPal transaction history?
