Is there a way to send a form to someone that has pre-filled data?
I want to create a form and have most or all of the data filled in, then have the customer electronically sign the document.
Is that possible?

Yes, you can achieve this by using a text field. You can type in all the details in the field and then add an E-Signature widget at the end.
If you are adding terms and condition, you can also use terms and condition widget as well:
You can also refer to some of the available templates of contract forms here: https://www.jotform.com/pdf-templates/contract
Let me know if you need any further details or have any questions.

To clarify, do you want to send a form with populated data to your form user?
You may do so by using the populate.io app. You will be using URL parameters to populate the fields.
Here is a guide:https://www.jotform.com/help/71-Prepopulating-Fields-to-Your-JotForm-via-URL-Parameters
You change the data in your field by using the app.
Please give it a try and let us know if you have further questions.
