How can I upload quality pictures into a form?

im trying to create a form that uploads pictures of homes and their conditions to create a home improvement proposal. Being able to upload pictures directly from your phone is a must. How can I do that since it keeps saying my pictures are too large for it to work?

Your file upload limit is set to 1024 KB. You can change to 5120 KB or more to allow for higher quality pictures (5 MB in size).
