Your system says :
It says the Chase Bank is available in your form system but stuck on another choice and will not let me select it

To use a different Payment field you need to Remove/Delete first the existing payment field (Authorize.net) in the form.
After removing/deleting the other payment field like Chase Wepay will become available for selection in Form Elements / Payments tab.

If you add the new payment field (Chase Wepay) it will restore all the products/items from the previous payment field.
Or if you really just want to revert the form to previous version you can Undo.
