    Can you please provide more information about your needs?

    Please note that once you share the form submission page to others, they can also access the uploaded file in that form.

    Let us know if you are referring to something else.

    Sure.  I shared the submissions for a Jotform via the URL/password
    described on this page.  The Jotform included a file upload.  The people
    I shared with were able to see the URL for the file upload of each
    submission, but when they clicked on it, they received this error.
    "Whoops!  Unfortunately, the page you were looking for could not be
    found.  I t may be temporarily unavailable, moved, or no longer exists. 
    Please check your spelling and retry."

    That's because your account or privacy settings are set to that. It will not display the uploaded files in your form unless the account owner or account is logged in.

    If you want to access the attached files to your form through email or link, please follow the guide below.

    Guide:
    |1.) Login your account and go to your account settings: https://www.jotform.com/myaccount/settings
    2.) Look for Privacy Settings section
    3.) Then please uncheck the "Require log-in to view uploaded files"

    Sure, but I don't want the files to be public... only accessible to
    users with the password.
    When the password is provided, a session cookie should be set that gives
    that browser access to the URLs.

    Unfortunately, that's not possible at the moment. If you do not want your submissions public then you need to provide your username and password so they can log in your account and download the attached file.

    Indeed.  And that's what I was complaining about.  Shared private
    submissions should include sharing the files associated with those
    submissions.
    I worked around it with a Google Drive integration, but part of what I
    was paying you guys for was storage.

    I think we have a confusion here. The method/guide I gave you will not make your submissions public. Only you and the users with access will be allowed to download the attached file in the submissions page.

    Unchecking the option in the screenshot I provided will allow you to view or download the submissions in the notification email and to the share submissions page. Therefore, users who do not have access to your submission page can't download or view the submission page.
