For example, two members of the teacher's union will be responsible for creating evaluation forms. Ideally they would have their own logins but both have access to the eval forms. The principals need to use the forms and be able to retreive results, but should only see results for forms that they enter. The teachers maintaining the forms should not be able to see results.Can a jotform account do that?

We have recently release the new My Account page including the Sub-Account feature which allows you to add users to control your forms, create a form in behalf of you, exports results and many more.
