Single condition to send 2 different emails?

Hi,

I've created a rule where I would like to send different notifications to different users after the form has been submitted. 

The below rule only sends the first email (EMail Requester - Step 1 of 4) and not the others below. 

Is there a way to send different notifications to different people?
