Clone Form - Unauthorized request. You do not have access to this form

When I follow the above procedure, I get this message: "Unauthorized request. You do not have access to this form". How can I solve this? I have admin access to both accounts. When I browse the comments below, I see this question has already been asked but again I can't get access to the answer. BTW, one of my two accounts is a free account at present, I may upgrade later.

First, please make sure that the 'Do not allow my forms to be cloned by other users.' option is not enabled on the account settings page:

Also, the 'Prevent Cloning' option must be set to No in the form settings.
