Lately when a customer submits a form and adds an attachment - when I click on the link for the attachment I'm taken to a page and the attachment doesn't download. This seems to happen sporadically.

Perhaps, you're clicking the link through the email notification? Please note that "Require log-in to view uploaded files" is enabled by default to make the submissions of your form secured. If you want to download or view the attachments through email then you need to disable that option in your account privacy settings, please follow the guide below.
Guide:
1.) Login your account: https://www.jotform.com/login
2.) Go to your accounts settings and then look for the PRIVACY section
3.) Uncheck Require log-in to view uploaded files.Please give it a try and let us know if that fixes the issue you mentioned.
