What is the submission limit for the free plan?

We are almost at the max submissions for the free plan.  If we delete submissions, do deleted submissions still count towards that limit?

The submission limit for the FREE plan is 100 per month. You can also receive 10 payments per month. Please note that deleting a submission can not reduce your counter/submission limit. Submissions counter only resets on the first day of each month.
