If the form is being housed on your server and we are linking to it to use it should not the form reflect immediate changes as the form is being saved to the same name by the form creator? It is not as if someone has accessed the account and changing the document without permission. Where am I supposed to see responses to the questions I have asked?

To further clarify my answers, our servers are experiencing lags/delays issue but our developers are currently fixing them now. Here are the following workarounds and scenarios which are related to your problem:
1. Viewing form URL or viewing from Preview button but changes can not be seen.
-Clearing Browser Cache
-CTRL+F5 to instruct browser to ignore old caches
2. Viewing form from website but changes can not be seen
