when customer fills out form and there is a PCI error how can the customer go back through the form with his details rather than refilling the whole form again?

Did you get the PCI error on a form that is integrated with a payment field such as Stripe, or Authorize.net? If you did, it means that the integration is not complete or something needs to be fixed in your payment's gateway end.
In regards to avoid losing the filled data, you may enable the autofill feature which will save the data in your browser's local storage: https://www.jotform.com/help/227-How-to-Enable-Auto-Fill-on-Forms
