Out of upload quota the form has exceeded its allocated quota

I had issues a few weeks ago, and deleted forms, and emptied trash, I have plenty of Quota left but applicants are getting error messages, 

you've ran out of upload quota, the form has exceeded its allocated quota

and asking to upgrade.

I have emptied the cache just prior to this support submittal with no change.

I copied and pasted our link https://form.jotform.com/91193379867171    into my browser and find the same problem

Your forms are now loading without the upload space quota error.
