Can you send a direct link to someone who starts a form to save a second form?

Hi there I have two forms - one that we are using to capture emails to start a form they can save and I have had someone say they are not getting the email ( assuming its getting blocked ) is there a way for me to direct forward the link for the person who has started the process? 

You can send a direct e-mail to your users from the Form Builder. But you should do it manually. You should go to Publish > Email and click on "Share on Email". So, when you receive a complaint, you should grab the e-mail address of your user and go to the Form Builder and send him the link.
