Is it possible for the Google Calendar Schedule to not overlap current schedule or  for user to declare hours that are not to be scheduled

Unfortunately, this is only one-way integration so it will not fetch data from your Google Calendar.

This is also not currently possible to restrict the hours in the integration. However, the start time is based on a Date Picker field which can be affected with CSS. If you switch the Date Picker Time to the 24-hour format, we can hide some hours with CSS (e.g. allow only 9:00 to 17:00). Is this something that might work for you?
