How can 2 people log in to view forms that have been filled out

We have 1 user in each of our offices that needs to be able to view the completed forms and print them. How ever I do not want the other user to be able to edit them.

If you would like to share form's submissions only, please refer to this guide: How-to-Share-Form-s-Submissions-Page

Once shared, another user would be able to only see submissions by entering password.
