Yes, that would be possible. You can turn your form into a PDF Form and send the PDF Form to your respondents. They can open the form with a PDF Reader installed in their device. They can fill the form on the PDF Reader and save it first until they have an available internet connection to submit the form at a later time.

I do not have an android or apple device is there a mobile app for windows?? So I can use the offline feature??

Unfortunately, the offline feature is currently available on Mobile Devices (Android and iOS). For windows, my colleague already answered it by using Fillable PDF form.
