I have tried to do test submissions for my forms. I have gone into the Reply and Recipient tab and changed the email address in the lower right hand corner, as directed in instructions, and it still sends to my original email address. It shows the other email, but does not send to that one.

The purpose of the Test E-mail button is to give you an idea on how it looks on your email. It is not designed for testing of different recipients because it will only send to your registered email no matter how many times you change it from the recipient settings it will always send to your registered email(The email address on your profile/account settings).
To be able to test different email addresses, all you have to do is fill up your forms and do an actual submission. It will send to the email address that you listed on the Reply-to and Recipient settings button on your Email Alerts. For further reference please refer to these email guides
