I have several membership levels with set prices, but I need to add a level that allows members to pay what they can.

You would need to change the payment type to Sell Subscriptions: https://www.jotform.com/help/49-Order-Form-Types
Then, set up your subscriptions: https://www.jotform.com/help/166-How-to-Setup-a-Recurring-Payment-Option
Where you will be able to set one where the user can put a custom amount:

So, if I did that, I could combine set prices for some levels and have an “other” level where the member could put in their own amount?
Also, I was wondering, when the free says it is limited to 10 payments... that is per month or in total?

The sell subscription type allows the user to select one subscriptions only, and yes, you can create one where the user can input whatever amount they want to:
In regards to the payments limit, it is a monthly limit, so you can receive up to 10 payments per month in a free plan. The counter resets the first day of each month.

Thank you for the form! I changed this to "yearly." Does this mean it will renew automatically every year though?
It is a once a year charge for a one year membership. I really don't want it recurring (though I guess the one-time payment ensures it won't recur?). I really just want to be extra sure. I ran it through once as a test, and got the subscribe page, but I just want to be sure it will work as intended. -

Yes, "yearly" means that the subscription will be renewed each year, in case that the subscription is configured as "1 payment only" then this will not be renewed.
So basically all those subscriptions with "one-time payment" label will not be renewed.
