I cannot open the pdf on a submission sent to us.

I am able to reproduce this issue. I could not download your uploaded PDF file from your form's submissions page.
This is a confirm glitch in the system. I am forwarding a bug ticket to our next level support to rectify this the soonest time possible.
I am sorry for any inconvinience caused.
What I can suggest for now is to contact and request your user to re-upload again. Or try him/her to email the attachment to you instead. At least for that user that have this problem (not all of your users)

I looked for this file but couldn't find it.
We have a problem with some file names on uploads. We are going to apply a fix this week. Thanks for your patience.

Probably your files were corrupted during transferring to email, try to use adobe repair pdf
