We are not being alerted when a new submission comes in. We have the email settings setup correctly but it is not sending automatically. I have to manually go into the submissions and forward them to the email address we specified.

Your current settings is using the semi-colon then space, please try using comma then space. I would also suggest you to read this article for more information about this matter: How to setup email alerts to prevent "emails not being received" issues.
