How to make the payment field optional?

So I’m making a submission form where payment is optional. However, the form isn’t able to completed if the Client submits without payment. I tried configuring the conditions to skip & disable the payment page if it isn’t selected.

I have noticed the payment field is not required to the user can skip this without filling the payer info; however, note that if the user selects a product then the payment field will ask to complete the rest of the information in order to proceed with the submission.
