How to allow users to download uploaded images?

I AM A USED CAR DEALER AND I SET UP A CREDIT APPLICATION ON YOUR APP. I WAS TRYING TO FIGURE OUT HOW TO MAKE IT POSSIBLE FOR CUSTOMERS TO DOWNLOAD A PICTURE OF THEIR DRIVERS LICENSE

I am not sure if I understood your question correctly. Do you want to allow your users to download a picture of the Drivers Licence they uploaded? 

You can set up an Autoresponder Email and your users can download it from there. 

However, please note that it is against our Terms of use to collect Drivers Licence using a File Upload field. If you want to collect Drivers Licence you need to use a Short Text Entry field. You also need to add Terms & Conditions and Signature widgets for users to confirm/allow/agree that you are collecting the information for a purpose.
