I am not sure what do you mean by device limit. Normally, there is no particular limit on the number of submissions that you can send with one device. Probably, it depends on your monthly submission limit based on your plan.

But, when you enable Unique Submission property, you can only submit the form one time as it will check your browser cookies and IP address.

Are you referring to your users filling up your forms using mobile devices? If yes, then there is no limit for that.

Are you referring to using JotForm Mobile forms app on mobile devices? If yes, then you can download the app on any number of devices and login to your account.
