How to add a end collapse section in the Form?

I am building an enrollment form. The fields order is like the following:

#Parent info

#2nd parent info

Divider

1st child info

"Section Collapse" (add a 2nd child)

2nd child info

"Section Collapse" (add a 3rd child)

3rd Child info

Refund Policy

Digital signature

Preview

Submit

My question is: All rows after the "Section Collapse" (add a 3rd child) are hidden if a parent has only one child and does not click on the "Section Collapse" (add a 3rd child), then he/she won't be able to see the following rows and hence cannot digitally sign and submit. I tried to use conditional logic but to no avail.

In your current Form structure, you just have to insert another collapsible section after the third child

#2nd parent info

Divider

1st child info

"Section Collapse" (add a 2nd child)

2nd child info

"Section Collapse" (add a 3rd child)

3rd Child info

End Section Collapse" (after the 3rd child)
