I have tried integrating one of my forms to PayPal just now. However, I wasn't able to replicate the issue you're reporting. I was able to connect my account without issues.
Usually, that issue can be resolved by clearing your browser's cache or by using another browser. It happens to me sometimes and was able to resolve it by doing either of these. You can also refer to this full guide on How-to-Integrate-Form-to-PayPal-Checkout.
In case you still experience the same issue after doing so, please let us know so we could check further.
