Error after form submission with PDF download link.

We've had people come to us and let us know that within the last couple days they've had trouble downloading the pdf after they submit a form. They receive the error,

{"error":"You're not authorized","success":false,"duration":"0.037"}

I'm able to replicate this issue and it appears to be random when it occurs and it doesn't seem to matter what form they are filling out.

If you fill out the form with just test information and hit submit, it gives them an option to download it as a PDF and after they hit download it gives the error. I was only able to replicate it in firefox but we've seen it in chrome and edge as well.
