How can I save the form as a PDF or send as a nonfillable attachment?

Want to share application with group, so they can see the questions in the form, but do not want to allow submissions until later. 

You can create the PDF Form in our PDF Editor. Guide here: https://www.jotform.com/help/212-How-to-Create-a-PDF-Form. You can remove the submit button before downloading the PDF so anyone cannot submit it.

Or, share the online form version without the submit button. I think that is easier unless you want a local copy of the form.
