I believe using the "Per Product Item" as the charge basis for the shipping can achieve that. You can set an amount for the first item cost, then apply special pricing for the additional purchases:

I did this. What happens is on the first t-shirt if I click 2 the shipping goes from $10 to $15 like it is set. However, most likely if someone purchases 2 of anything if they most likely will not want identical t-shirts. So if someone purchases 1 of the top t-shirt and than moves to another t-shirt, the shipping amount stays the same. If I enter shipping costs in each product it is incorrect. This solution didn't work out.

I understand but please note that shipping cost can only be added based on per product or a flat rate per order. It is currently not possible to calculate the shipping based on quantity fo two different products.
One way to achieve your requirement is by using regular form fields to list the products. You can add "Form calculation" widget & conditions to calculate the amount and shipping cost. You can then pass on the calculated amount to the payment tool for processing.
