Force answer on each row of checklist or polaris checkbox

It is possible and what are the steps to mandate all boxes are ticked on each row of the Checklist widget and the Polaris Checkbox widget before the form can be submitted.

It there a way to halt submission of a form if each row in the Checklist widget and the Polaris Checkbox widget are not ticked?

Unfortunately it is currently not possible to force users to select all option in "Checklist" widget. I would suggest you to please add regular multiple choice question which will allow you to set the minimum and maximum entry limit. Please check the screenshot below:
