Why does it keep saying this form has reached its allocated quota it only has 25 submissions and only had the form up for 2 days

I checked the email you used to post here, but I couldn't find any jotform account associated with it. Can you please share with us the form URL of the form you are referring to so we can review it?

The form belongs to the account username frshhome85. The account reached the File Upload Storage limit for the free user. You need to delete submissions with attachment file to clear the File Upload Storage.
Keep in mind that deleted submissions are not recoverable. We suggest downloading the submissions data if you need it by following this guide: https://www.jotform.com/help/73-How-to-Download-Form-Submissions-as-Excel-CSV-PDF

Your account can have more upload storage space by upgrading your subscription.
