I had two forms that I made that are no longer showing up. Can we retrieve those? Also, I canceled the $19.00 subscription months ago and it has still been charging me each month. I want to downgrade to the free version for now.

One of them is disabled, you can enable it if you want to: https://www.jotform.com/help/180-How-to-Enable-Disable-a-Form
In regards to your Bronze subscription(I-DRGNLFJYB5EJ), we have now cancelled it, and refunded the last payment. Your account is back to free plan.
