How do I prepopulate a form with data from a previously filled form?

Hi there, I would like to have my use fill our an "inquiry form". Once that form is filled out and we've identified that lead as closed lead, i'd like to use the submission data to send them another form pre populated with their information to collect signatures and go over terms and agreements with pricing  on a "contract form" . 

How do I do i get the submission data to pre populate the new form ?
