I am looking to find out if there is way I can have a form partially filled by one party and then have that same form completed by another individual at a different time/location. Is it possible to have two parties fill out the same form. I have tried sending the second party the "Edit Submission" link so that they may complete the form but they are unable to do so without first having to create their own JotForm account.

Yes, that is possible. Users do not need to create their own JotForm account when filling out a form or when editing a submission. They should be able to access the edit link directly, change the field values and resubmit the form.

So basically, you need to create an email condition that sends the notification based on the user's answer. Guide: How to send to a specific email address based on a selection? email condition

Example: The first user submits the form, this triggers the condition and sends a notification to the 2nd user that contains the edit URL. So in your form, you should add a submit button at the end of the user's form so they can submit it.

The same approach discussed in this guide called Approval Workflow. Guide: https://www.jotform.com/help/432-A-General-Approach-on-Building-an-Approval-Process-Workflow
