Access to "submission" database from outside the app

Hello,

I have 2 needs:

1. Access my submissions database using some sort of API, can I do that?

2. Can I include options in a jot form, where mu=y clients upload files? and if so, what kind of files are supported, and how can I access those files later on? (then, this would be related to question 1 above)
