How do I setup a form that gives the user a set camp fee but then allows them to enter discounts using whole dollar amounts in either set increments such as $5.00 and/or a user entered amount. I have been looking at the templates and have not found anything to meet this criteria.

Unfortunately, we don't have such option available for now. A workaround for that is to create a Multiple Payment Form, one for the original price and one for the discounted price. This guide will help you:

Unfortunately I would have to create many forms as I have 3 different types of discounts and each of them has multiple options.
I need to create 3 key discount fields that allow my registerants to enter the dollar value or select from a list of dollar values to create those discount amounts. my three discount categories per registrant (1-4 registra nts per household) are Grant amounts and earned program credits, over all per household I also have adult volunteer discounts.
I have been looking through your support responses to others many of which are dated over a year ago, all asking for discount options, I am surprised from a customer service perspective th at JotForms still has not escalated creation of the code for a discount feature. A discount feature like what you have for the fee amounts would be terrific.

It has a set fee of $10.00
The Camper Fee has special pricing options (option 1 = 5.00, option 2 = 10.00).
You can manually enter quantity in the Camper fee to reflect the number of discounts.
All of this affects the total value.

That scenario below will work for the product credit and volunteer discounts. Is there also an option for a discount where the user enters their own value such as in a grant request?

As is, you cannot enter discounts in dollar amount. BUT you can use the Qty instead to multiply the Grant request. So, what you will have to do is set the static Discounts and the user will have to choose and just multiply it by quantity.
