I'm not seeing the Hover text option in my fields settings. Is that available in card format?

Also, dropdown field default value is not showing when embedded in weebly. See attached image.

Unfortunately, hover text feature is not available for forms with cards layout. 

I was checking the web page you have shared and indeed there's no default value for dropdowns of multi question elements shown. I can suggest to try using sub label option to see if your web page will not be in conflict with that one:

I have checked your form and I can see that the options that you have in your drop down are Yes and No. 

For example in the section "Name and address of child", the drop down has 2 options "Yes" & "No". So the default vales can be either Yes or No. Anything apart fro this value will result in a blank field. So the best solution to achieve your requirement would be that you should enter the current default text "More children?" as a sub-label and you can set default value to either yes or no.
