    Can I make payment optional?  I have payment set up through PayPal but I would like to make it optional, allow registrants to pay online but not require it.

    To my understanding, you want to create an Order form and make the PayPal optional. If yes, that is possible by following this guide: 

    How-to-Set-up-PayPal-Along-with-Other-Payment-Options

    You can edit the "Check" option to your own preferences.
