Yes, you can create forms while your account is not yet HIPAA compliant. Then, you can just upgrade your account after.

However, I'm afraid it is not possible to transfer/move forms to a HIPAA compliant account.

If you have other questions or concerns, please do not hesitate to let us know.

Just to add, you can also just clone the form you created in another account to a HIPAA compliant account — How-to-Clone-an-Existing-Form-from-a-URL

I thought this meant you could? "When you add HIPAA to your account, your
existing data will be automatically migrated to dedicated HIPAA-compliant
servers. Your data will be securely stored in our isolated HIPAA compliant
    system."

I would like to apologize for any confusion. What I meant here "However, I'm afraid it is not possible to transfer/move forms to a HIPAA compliant account." was, it is not possible to transfer a form from another account to a HIPAA Compliant account.

However, what you read form the FAQs of our HIPAA Compliant page is correct, once you added or enabled HIPAA to your account, the same account where you created your form(s), existing data will be automatically transferred/migrated to dedicated HIPAA compliant servers.
