How do I setup my payment form up so that my users recieve a copy of their payment form submission?

You can enable the autoresponder in your form. This will send the users an email with their form submission data.
Please refer this guide on Creating a Form Autoresponder
Note: Email Notifications and Autoresponders won't be sent if the payment is not complete.

If one of my options for payment is check mail will the auto responder work if they submit the form indicating the check via mail?

Yes, depending on the selected payment method it will be recorded on the autoresponder and notification email. Here's also a guide on how to setup check payment along with the other payments like paypal using conditions.
