Does Clear Cache Clear the Client Side as Well?

We had an issue with someone signing up for an event that was closed. I believe it's a cache issue and want to be sure to avoid this in the future.

When clearing the cache this will only clear the Form’s Cache for you and all of your client’s filling out the form. 

If clearing the Cache still does not all for you client to fill out the form properly, please let us know.
