Is there a way to filter ineligible applicant's based on their answers to questions?

I would like to know if it is possible to filter applications to "eligible" and "ineligible" groups based on answers to certain eligibility questions.

Is it possible to have two sections of the application - one that is strictly eligibility based, and a second section, which can only be completed if the person is eligible?
