Is it possible to ensure image uploads are coming from a picture taken at that time and not a stored photo for forms filled on phones/tablet?

Unfortunately, there is no such widget that would make sure that the file uploaded is taken from the camera.

You could always select the file from your gallery or click the photos at run time.

You may use the Take Photo widget to take a photo or select an already taken one from the mobile device.
